Why is the DisCo asking me to pay for meter under MAP. Is it not their responsibility to provide me with a meter free of charge.

The distribution company have a wide gap in meter installation, which means it will take several years to provide meters for all customers. 

So, NERC has provided an opportunity to fast-track the meter rollout process, whereby customers pay upfront for a MAP meter with the recovery of the amount paid in energy credit over a period of time.
